Outfall Survey / Illicit Discharge

This installment of H2Oakland explains the Phase II Storm Water Compliance Permits that went into effect in 2003. A key component of maintaining compliance with our permit is sampling through the Illicit Detection and Elimination Program or IDEP.

OCDC Environmental Inspectors, describe the process they go through to obtain the samples in an Outfall Survey of County Drains and waterways and show the instruments they use to complete their work.
